It looks like the scrolling only happens when your mouse pointer gets close to or over it (bottom left of the canvas) Also, I can't reproduce this on my windows 10 machine. No not really, here is another test, as you see the mouse does not come close to the timeline: http://makeagif.com/i/nhfoFA As you can see the timeline moves to the left whenever the selection rectangle touches the sprite parts.
