Question on keyframes in SCML

I'm working on an implementation for DarkBasic and had a question about the SCML file. I see the time atttibute for each key tag written many times, but regardless of what object the key tag wraps around, the time value is the same for that particular key number. As a whole, the animated character in the example file has 8 total keyframes. If let's say the creature's arm at keyframe 3 starts at a time of 544ms, then any other object at keyframe 3 would also take place at the same time index, correct? I mean, an arm and a leg (two different objects) couldn't have different times for the same keyframe, could they? Or is each separate piece capable of having its own set of keyframes within the animation?

The monster example file would lead me to believe no, that all objects in the animation use the same keyframes. I hope my question makes sense.
