I'm not sure if the AS3 implementation has bones yet, or even tweening. The last time I took a look in the thread it didn't seem either was done yet. You can contact the developer of the implementation here: viewtopic.php?f=3&t=532, and I believe other users in the thread have begun updating. If you're considering updating the implementation yourself (check the license), I'll update the SCML documentation as soon as I can, but in the meantime, this thread has all of the information you'd need : viewtopic.php?f=2&t=1400, to get bones working, and beginning around page 6 on this document :http://www.brashmonkeygames.com/spriter/8-17-2012/GettingStartedWithSCMLGuide%28a2%29.pdf has all the info for implementing tweening (though I'm sure flash must have built in tweening functions).
